Luka has like nothing except AP and Immortality in that key. Unless her BFR is not combat applicable, Ceri wins easily.

I just checked, and her "capture" ability only works if it kills/knocks the enemy out/whatever her game treats running out of hp as. Also, just noticed speed is unequal, so it's probably 7-C since they have the same speed tier and feat in that key.

So, Luka is about 3 times baseline town level, and Ceri is a few hundred times the level of a lightning bolt (which would end up cb+ to mcb) or strong enough to destroy a city. (Does anyone know why she's town level?)
They pretty much have the same speed feat, but with Sylph Luka is faster, and if we assume Ceri is baseline town level, even though her justifications don't make sense, then Luka is 3x stronger. Luka also outranges by a lot, and has better abilities with his wind manip, wind detection, and magic absorption.
He seems to lose out in skill and regen, but regen doesn't matter if you attack someone's energy not their body, and the skill alone doesn't seem like it will be enough to deal with all of his other advantages. Luka takes this solidly imo.

A little hard to explain, but the power of the characters keeps exponentially increasing every levels of the dungeon (first to third level are 9-B, fourth level is lightning, fifth level can keep up with the combined power of 4~6 lightning users, and so on for 25 levels, each with at least 4, sometimes a few dozen, monsters).
She regenerates her energy too (hell, she regenerates that, especially).
And Capture is not random at all. It needs to be used on an enemy when they are weakened, but it has no need to knock them out or kill them. Everyone captured is still conscious when they are captured, they are just damaged.
