Who knows, game ends literally 3 minutes after he gets it. Though while he had it, it's the only thing he used, but that's kinda in the same vain as asking if Part 3 Jotaro leads with time stop, Part 3 ends as soon as he got it, though in that tiny window it's all he used.

Yeah literally impossible, we know he used it when he got it right away, but he was kinda in a situation that forced him to, kinda like how he used time stop the moment he got it against Dio (In fact, it was thee exact same situation, he was pushed into a corner against Dio both times).
But he used it like thrice, game ends a few minutes later, we don't know how he'd act while having RO in a normal situation. He might use it, he isn't dumb, but it's probably in the same vain as time stop where he'd use when he needs to but isn't gonna open a fight with it unless he's fighting some big unga bunga **** off dude where he'd know he needs to use it right away or he's ******.
