He had to be. Marika called him from Rennela and in her bedchamber we can hear her ask Radagon to fuse with her.
For Marika the most we got from her is that she scales above the Fire Giants and maybe Godfrey since she killed the Fell God of the Fire Giants in combat.

A thought just occurred to me. The Elden Beast is getting Body Puppetry right? It can control the corpses of people, even one's in terrible condition as shown with Radagon/Marika.

We mostly get some form of hax for her, like curse manip, light manip (for the trails of light from the grace spot since she's apparently the one who created them), resurrection via her effigies, immortality, power bestowal (assuming she's the one giving power to her new husbands and they get it automatically) and some other stuff

I mean it's also very heavily implied that she got into a scrap with the Elden Beast which is why she's crucified considering it uses said attack on you in the Boss Fight.

Speaking of the Fire Giants and scaling, those Zamor are apparently their long-time rivals and aided in the war and were then lauded as heroes, so I guess they could potentially scale to them

Since we're on the fodder subject, I might make profiles for the Raya Lucaria Sorcerers and the Cleanrot Knights enemies if that's ok to make regular enemies profiles

Raya Lucaria probably scale above limgrave fodders.
Cleanrot knights should probably scale above the Leyndell fodders. Finlay scales above virtually every regular field enemy up until the consecrated fields.

Btw, since Great Runes have special powers and effects, should they be counted in the demigods powers and abilities? For example, Rykard's rune enables the Tarnished to get HP from killing enemies, should Rykard get Life-Force Absorption as well?

BTW, I think we should format Tarnished's P&A keys like this.
Abilities that can only be found in limgrave or liurna regions would go to the early game key obviously.
And under each of those "Early game", "Mid game" yadayadayada, will be: Base, Weapons, Magic, Incantations, Items.
Things like flasks, great runes, spirit summons, and talismans would go under items.

I think she should get her own Profile. I feel like she could be more unique from the Cleanrot Knights by having both a higher AP Rating via Scaling to the Mimic Tear since they're both considered of the same calibur like how the Legendary Armaments are considered the same Calibur as each other as well as the fact that you can potentially slap on a second Key for her Spirit Version and just say she got stronger from the Tarnished upgrading her Spirit Ashes. Does her being a ghost now also give her any new abilities or is she just the same but with a slightly different Physiology and higher stats?
