Eggman Nega and sealing with Nega's Camera

who is actually Eggman Nega

is able to seal people such as Tails, Amy, and even objects such as the Master Emerald. Here are some scans.
This is my first CRT and the only knowledge I have on sealing is that it can trap someone, something, or both inside an inanimate object.

Its actually Eggman Nega that uses the camera, but I suppose that's a practical application of the camera to add to his P&A.

Don't think it should be under Eggman since its not something he invented or came into contact.
