Suprisingly, both have similar movesets, and their AP and speed are close enough to where it's hard to determine a victor. Duo's flight gives him an innate advantage, but Sunstar has moves like his rain of fire to punish that. Sunstar's self-destruction is his biggest advantage. Since it would easily destroy Earth, or at least a large part of it. In character, Duo wouldn't let that happen. Not to mention, all of Sunstar's attacks aside from his laser are great against flight. I say Sunstar, if only because if Duo does beat him he forces an inconclusive. Duo probably wouldn't convince Sunstar to change like Rock was able to.
 
if sunstar blows up the earth, Duo can simply flee into space. Sunstar self-destruct takes a while and duo will notice that something like this will happen as the earth will start to shake violently.
 
Yeah, but Duo wouldn't just let a planet get blown up in character. While civilians can't be, say, held hostage as decided in Superman vs Ultron, that dosn't mean the entire planet is barren of life.
