I'm pretty sure King Cold would still be weaker than Frieza Saga SSJ Goku, since his scaling is to 100% Frieza, rather than to Mecha Frieza

For Cold it should be noted though that he is somewhat weaker than Frieza, as Frieza was stated to be more powerful and crueler than King Cold from his birth
