Shouldn't it be an outliar to Gohan, piccolo and Goku and not Garlic Jr? Because not only did he do it two times, his plan was to suck up heaven which is the same size as the living world,as well as him having a screentime that's less than 2 hours, and most of it is him monologuing.

Garlic Jr. does not have consistent Low 2-C feats. He never created a black hole, he literally opened a portal to an alternate dimension called the Dead Zone. Unless you want Toei/Movie-verse Goku and Piccolo, pre-Raditz, to be rated as Low 2-C for defeating/injuring Garlic Jr. at his full power, with only Garlic Jr.'s immortality allowing him to survive.

That is 100% false information; where are you even getting that from? The Dead Zone is an empty void, as described in the Dead Zone movie itself. At no point is it described as having extra dimensions or even an infinite scope in any Toeiverse canon material or trustworthy third party media. Hell, nothing even states that Garlic Jr. created the Dead Zone. He just opens a portal to it; Kami sealed him inside the Dead Zone at some point many years ago, so it already existed before Garlic Jr did.
It would be a hilarious outliter, not for Goku, Piccolo, or the rest of the cast (who are consistently shown as comparable to Super Garlic Jr.), but for Garlic Jr. himself, for the simple fact that he gets consistently murked by characters infinitely below a 3-A or Low 2-C creation feat.

The Zenkai is a permanent boost on Goku's Base where as the KK is a temporary 20x or whatever amount he uses. It's like adding Brass Knuckles in a fight, you hit harder with them but they will always remain the same boost in damage/pressure, meanwhile you can always increase your punching strength alone.00potato said:

The strength of Goku's Base power is a combination of all the Zenkais and Training he recieved on top of being a Saiyan who are naturally stronger than the normal human. Goku can apply techniques and transformations that can add a temporary yet consistent boost to his Base Power like Oozaru which is a 10x boost, Kaioken which can be anywhere from 2x - 20x and SSJ which is at least 50x.
