Base Cumber was evenly matching SSJB Vegetto. One episode later, SSJ Goku could withstand attacks from Oozaru Cumber with little to no damage. Base Vegeta and base Trunks even tanked physical and energy attacks from Oozaru Cumber.
Jiren was portrayed as someone stronger than SSJ3 Cumber, making him basically equal to SSJ4 Vegetto, yet he was casually restricted by Hearts, and iirc SSJB Goku broke through that restriction.
Mix the ToP power up BS with bad writing, that's Heroes.

SDBH basically works that way, iirc PIS only affects some events, not the entirety of the fiction. Unless the entire anime is an outlier *dum dum duuum*
