Does Lightning Need to be 1.6 Gigajoules to Count Speed-Wise if it’s Cloud-to-Ground?

But lightning's total energy dissipates SUPER quickly, and loses a fuckton as it moves through the air. By the time it hits the ground, it wouldnt be 1.6gj, not even a fraction, and even then it discharges and spreads out.

So like, yeah, but if a bolt in some verse hits the ground and only does 9-B damage, thats just to be expected given not even irl would a bolt keep all that energy.

Thanks for the answer, but I wanted to ask another question.
In my case, a character can make cloud to ground lightning that displays speed comparable to real lightning, but it can’t actually damage anyone other then a slight tingly feeling, would that qualify for full lightning speed?

That question doesnt make sense?

If it displays speed comparable to real lightning, why would it matter if it's actual lightning or not, it's ALREADY as fast as it?

Well, the lightning feats page states that, in order to qualify, the lightning must produce at least 1.6 gigajoules. And it isn’t entirely clear if the lightning is fully comparable, only showing speed feats that match up with real lightning, it isn’t like we have real lightning and the lightning made by the character directly keep pace with each other.
