The reboot Vergil did a blatant R>F thing, so I made a sandbox. Forgive me my grammar issues. English is not my native language so.
And here, I made a short summary, but if you want to know the whole thing, please read my sandbox.
Since it is said that the city is an illusion, the reality isn't what it seems. There is a parallel dimension where the demons control the real world behind the veil.
People can't enter this dimension. Limbo is a reflection of the real world, projected as an illusion of it.
The only creatures who can enter this dimension are demons. Because the demons can transform into either transcendental or physical beings. But humans are as weak as flesh.
People are tethered to the real world and can't see the truth. Kat, a phychic can phase into Limbo in astral form, but she thought it's just a dream. It is because her spirit was traveling, not her flesh.
When demons are in Limbo, they are as metaphysical as a dream or an illusion, but they aren't just a dream or an illusion. They literally control the real world. And there is no physical way to reach the demons from the real world.
People don't understand what happened. Then the demons mind-control them. To counter this, Vergil tries to wake people up.
The main timeline and the reboot share the same nature. Obviously, the reboot is mainly based on DMC1 and TAS.
