Shadows that escape the Prison of Regression become the Mementos Request bosses as seen in-game, and those whose Treasures grow too strong become segregated by Yaldabaoth and sealed away in a parallel universe of his own making to prevent their distortions from affecting Mementos. The extent of a Palace Ruler's control is the size of their distortion, as shown with Palaces such as Kamoshida's and Futaba's. Thus, they only scale to the size of their distortions - their actual Palace - rather than the size of the universe their Palace resides in. This prevents inconsistencies with Palace sizes as acknowledged in the story, while also adhering to the statements of the dimensions containing the Palaces each being parallel to the real world, which is a proven Low 2-C structure.

Like I said you're welcome to debate on the forum change, that statement in and of itself is false because at that point she actually is knowledgeable on the Metaverse. Even if it weren't, there are plenty more screenshots we have.
