The question is how the hell Dio hurt Jiren? Even if Dio manage to time stop Jiren he left with task to hurt him in limited time

Same tier and Dio isn't baseline low 2-C plus he can just stop time and wail on Jiren for a hour or less and kill Jiren

Is there even any proof that novel DIO has universal level AP in a non hax state? Surviving Made in Heaven doesn't really mean you have universal AP in physical scale. This is a case where physical beats hax since DIO has to get past Jiren's physical shield to do his hax.
