Dialga

No and yes respectively. There are tons of time manipulators that are better, and it already has type 4, which covers type 1 by default.
 
But isn't Dialga Time-itself?

According to the dimensional tiering of this wiki, I don't see how a being of the same dimension can manipulate time better than Dialga can?
 
Regardless of feats, how could a time manipulator be placed above something which is objectively Time itself?

It is like comparing Celebi and Dialga. Celebi can time-travel/manipulate time to an extent, while Dialga can do anything it likes, with time.
 
Because Dialga being time is not absolute outside pokemon verse. Other verse could simply have better feats and application of time than what Dialga has shown/could be capable of.

That's why we go by feats not speculation. Otherwise Ajimu would stomp everybody by having a quadrillion abilities (thus be immune to all hax in fiction)
 
Most of Ajimu's abilities aren't specified though. They could be damn near useless and still be considered an ability. And according to dimensional tiering, she'd still lose to anyone in a higher dimension,

That would be speculating, but how is Dialga resetting time constantly, casually(Once to the begining of time, iirc) speculation? Those would be feats, no?
 
Embodiement of time doesn't make you the best time manipulator. It's like saying Avatars are embodiement of nature so they have best elemental manipulation in fiction.

The Pokemon verse itself has a 4D time manipulator more powerful then Dialga. Namely Arceus, who has time manipulation at basically all-encompassing conceptual level, so far as to create the concept itself from scratch.
