Destroying Lower Dimensional Universes that have time in them

A few weeks ago, I was told when asking about the tiering system updates that 4D power (Tier 2), can be achieved by either destroying a 4-spatially-dimensioned object with not infinitesimal size (That actually have 4D volume and 4D mass bigger than 0), or destroying 3+1 dimensional universes (3 spatial dimension and 1 temporal dimension, 1 for Low 2-C, 2-1000 for 2-C, 1001 up to any higher finite number for 2-B, and countably infinite for 2-A).

So my question is will a character who can destroy a 2+1 universe have 3D power similar to how a character who destroy a 3+1 universe have 4D power?

Yes, as long as it is infinite. otherwise, they would be unknown.
