Not exactly sure how it's supposed to be fair. Blue Beetle is a whole tier above Deoxys and has resistance to Deoxys' main powers.

Well, both have practically the same abilitys, but Deoxys has duplication, low-high regeneretion, type 1 inmortalaty and pregocnition, so that might be help him.
