Voting for Delsin. Akuma may be able to dominate in close quarters Delsin isn't really one to get us close and personal. Delsin far outclasses Akuma in the range game and has experience fighting flying opponents. I don't see Akuma being able to close the distance between them very easily to the sheer number of projectiles, homing or otherwise, that will be heading towards him not to mention the vast number of angles Delsin will be summoning and stasis bubbles that would be slowing him down. Sure the raging demon might one-shot Delsin but he should be smart and agile enough to avoid it. If Akuma did manage to get in close Delsin's forcefields and attack relfection would allow him to get away more often then not. Not to mention if Delsin manages to hit him with Concrete then Akuma is either going to be seriously crippled at best which would lessen his fighting ability and allow Delsin to just everwhelm him with projectile alot quicker or outright petrify him if he get a direct hit in which is pretty much an instant win.

Delsin for reasons above, not to mention I'm not sure Akuma can use Raging Demon on an a being of pure neon or Video.
