Based on a comparison with Darth Bane, Plagueis should be 4-B. Bane's plan produced more powerful Sith Lords with each generation. Darth Bane was first but Plagueis was thirtieth. The gap between them is very huge.
In fact, Plagueis was nearly equal with his apprentice, Darth Sidious (TPM incarnation).
In addition, peak Plagueis is stronger than his younger self, which changed the climate of Naboo.
He also has galactic range of telepathy:

And this is despite the Jedi Order and a Force bubble that had prevented infiltration by the dark side.
