dark souls speed question?

The speed of the clouds doesn't inherently scale to the speed of the characters. It isn't as if we can dodge them.

To be slightly fair, the Ashen One does kind of react to it happening though and when it was dispersing too by blocking their face from the wind while they were at the center of it.

I mean, that's not really the same as dodging, say, a bullet.

When these other attacks are shown to be High Hypersonic via calculation, I will accept that. Currently, this seems like an extreme stretch to say the least.

Its not exactly that much of a stretch. like, the nameless king is attacking the player with clouds, and has been shown to be able to manipulate clouds at high hypersonic speeds. it doesn't really make much sense that he would make his attacks more than 35 times slower then what he's capable of.

They absolutely shouldn’t scale to this. The clouds move miles while the Ashen One somewhat leans over and when faced with other massively hypersonic things (real lightning) they consistently can’t even move a cm while it travels dozens of miles. Arrows can also consistently be a threat to them throughout the entire game with multiple end game sections revolving entirely around arrows (like the ghost arrow bridge).

To be fair the speed of the arrow is based on the strength of the user. However, your other point is correct, yes.

Late and end-game Dark Souls chars need to be changed to at least Supersonic anyways, since speed is shown to be something that can be improved with leveling (such as certain attack speeds with DEX, and dodge speed with ADP). Also, I agree with HHS, since the same air manip being used to form the storm is being used as actual attacks by Nameless, who has no reason to dial it back, and is stronger than the Stormdrake, who formed the storm

The Storm Drake did not form the storm. The Bell did, which is powered by creatures equal to the Drake. However, we have no idea of the latter's capabilities. Furthermore, not to beat a dead horse, we can literally see that the storm outspeeds Ashen massively in-game, whereas the attacks do not.
