To start the current city level justification is incorrect as I noticed on my watch through of Superman and Lois John Irons has multiple scenes in episode 2 with devices to read and understand the earthquakes being caused in smallville he's says "the patterns I'm picking up aren't seismic" so while the device he made was measuring for seismic energy it was concluded the earthquakes aren't seismic which drops this to the 476.879063098 Ton Multi-City Block level feat involving radiated waves

Kryptonians such as Superman would scale at Small City level, due to being Superman and Tal Rho performing a 2.6 Megaton feat together with them scaling to half that value as it took the two of them performing it.

They are Superior to the Supermen of America, who can cause non-tectonic earthquakes similar to those of magnitude 5.0 which is a Multi-City Block level feat.

Yeah basically I have scaling chain set up now those comparable to superman are Small City level

The Supermen of America are Multi-City block level which lines up with them being stomped by bizzaro

Those who use X-Kryptonite would likely be just wall level to building level depending on calcs unless they're overdosing off the shit like Anderson and taking mutliple shots of it at once to combat kryptonians
