Oculus is used by time masters to monitor and manipulate space-time.

As Time Druce explains, this device allows time masters to manipulate space-time at will and ignore free will. and he says the only place free will exists is the vanishing point. Later, Captain rip hunter (Time Master) says it's because the vanishing point is outside of space-time.

When Mobius (Anti-Monitor) destroys the entire multiverse, the entire space-time continuum, the pariah sends the paragons to the vanishing point. Since the vanishing point is outside of space-time it was unaffected by this destruction.

When the Paragons ask where they are, Sarah (Captain of Legends) replies that they are outside of space-time.

The Paragons never speak of starvation while they are stranded there; If time had progressed, biological functions would have continued. Moreover, Mick said that he spent his life there being trained by the Time Masters, but showed no signs of aging.

AFAIK outside # devoid. The way I see it, the vanishing point has different properties from regular space-time, but not a complete emptiness. I'll wait to hear what others have to say.
