Kamen Rider Decade: 8 (Sir Ovens, Kamenriderblaze, Daaffy, Npc170, Setsuna tenma, EmperorDoom25, NoMoreTalking, The God Of Procrastination)
 
Decade should take this. It's not really mentioned on Decade's page, but he should have all the powers of past riders, including those of Kabuto, which allow him to blitz Flora pretty easily. This, on top of many other powers and abilities that Flora has no answer to, including dimensional BFR, duplication, time travel, etc.
 
Flora didnt instantly use sleep manipulation at the start of the fight, while Decade always combo his cards to take down enemies and finally killed them.

Not to mention that his dimensional BFR can be activated with just a swing of his sword.
