I'd say Creation Trio takes this because they have actual impressive feats putting them on such a level, while The Golden Goddess just created the Zelda Multiverse. It's impressive no doubt, but they haven't really done anything.
I really feel that the Golden Goddess can't be used in a fight because of lack of feats unless we get a game about them or something.
