Creating pages

Just asking, can you create your own page as long as it's high quality or do you have to ask no matter what?

If it's the latter, I'd like to add these pages please:

Metal Man (Mega Man Classic)

Fredbear (FNAF World)

Elec Man (Mega Man Classic)

Metal Sonic (Archie Pre Super Genesis Wave

You can create pages, as long as they are of high quality, have good justifications for the statistics, and scale from other pages in the series.
