Creating Duality

What tier would a character be if its the one responsible for the creation of duality and even duality itself is just a part of its dream

You need more context, but it could very well be 1-A or even 0.

On its own? Nothing. Depends entirely on the setting, though usually quite high.

Depends on the Author's/Verse's definition of Duality. Sometimes, it just consists of concepts like good and evil. In the Mortal Kombat novels, however, due to the odd nature of the verse, all concepts and aspects of the universe were dualistic. It should range from Unknown to 1A at it's absolute limit.

I asked this because of God from SitM, he created duality, inlcuding the duality of infinite and limitation, time and space etc...

There's no feat that can make you Tier 0.
