Creating a tornado through sheer speed

Would running so fast to create a tornado subsonic? or higher?. Mostly wondering since, I'm doing research on a character's equal (The Galloping Gazelle), who just as I said ran fast enough to create a tornado. He also traveled 100 meters in 10 milliseconds.
