Goten managed to send Cell Max sent flying back with a Kamehameha wave in base. Putting him above Low-Star Level bare minimum in base.
He kept up with Android 18, Trunks, Potential Unleashed Piccolo, and Super Saiyan Gohan all in base form, emitting the same amount as everyone else. Which should give him a higher in terms of his base forms improvement feats.
Managed to avoid Cell Max’s massive amounts of energy beams and kept up with him while he attacked.
Personally, I’d raise Krillin’s tier too judging off of his feats in Super Hero. Although he appeared at the very end, Goten has definitely shown some improvement compared to anything he did in the Buu Saga, and kept up with Android 18 and transformed Z-Warriors in base along with Trunks.
