    Simply, since entire MCU Multiverses and its space already have accepted to Low 1-C (5D), then K.E.V.I.N. who makes all the decisions regarding the MCU multiverse, which it views as just fiction, changing its history at its will, would get Low Complex Multiversal range instead of Multiversal+.
