Technically Terra could be used, but he's objectively weaker then Sunstar so let's move on. (Yes I know Shadow Man is an alien)

Speed Equalized (Not that it really needs to be)

Ra Moon's Electromagnetic waves have no effect on his opponents. He has access to Ra Thor and New Yellow Devil, though not at the same time.

Duo is in his origional form (Pre being repared by Doctor Light, when he fought the evil robot)

Sunstar's self destruction is not allowed.

All three are bloodlusted.

I'm pretty sure Ra Moon can controls their minds once Sunstar and Duo try to hit it. Without mentioning that Ra Moon can probably analyze both Sunstar and Duo, and create much stronger copies of them in a moment. So, I'm just gonna vote Ra Moon.
