Octillery likely takes it via higher AP and greater range to abuse this AP advantage. Since it'll also take Vilgax a bit to close the range, Octillery's Moody will probably kick in, amping its stats (while Moody also reduces stats, the stat amps are twice as potent as the stat reductions).
