Chin Li does seem to have ever so slightly more expirience, plus she has an actual ranged attack

So voting her unless Laura has a range I'm not aware of

With ki attacks/projectiles, Chun-Li's range is tens of meters and Laura's range is several meters.

Their fighting styles alreadt gives Chun a pretty big advantage.

Laura relies on knees and elbows more than she does kicks and shoulders, giving Chun a distinctive range advantage with her much more leg focused smacking options. Even if Laura manages to get close enough and transition into a grad/hold or throw, most of the ones she uses are focused on the arms as far as I can see.

This plus Chun's small energy ball ranged option. And all in all, Laura's experience is whatever happens in SF5 and her learning under her grand father. Chun-Li, meanwhile, we have seen has been around since Street Fighter 2.
