They’re not that far from each other plus Kabuto has hax while Carnage Kabuto doesn’t nothing is preventing him from being put to sleep via Feather Genjutsu

You clearly don't understand the tiering system if you think that. Kabuto scale to around 16 Kilotons, while Carnage is 3 Megatons.

That would be true if the lower tier character has the hax to even things out, which Kabuto doesn't.

Speed equal means Carnage stomps due to his massive AP advantage. Speed unequal means Kabuto (Naruto) stomps due to being far faster and having KO hax.

AP isn’t everything Kabuto does have stealth substitution and clones and summons with prep he could use necromancy to summon thralls to distract him to give him an opportunity to use genjutsu

I guess, but I dont think that's enough to get over the AP gap. I suppose you can ask more supporters of the verses to give their input.

Yeah basically this.
From what I see, this is an AP stomp for Carnage. Kabuto can only win this via genjutsu if he somehow uses it.
What is the speed gap? And can somebody specify to me that does Kabuto have knowledge of Carnage's strength or not? If he does, he can possibly genjutsu and win.

IIRC Kabuto scales to Part II Kakashi (Mach 2000K+) while Carnage Kabuto is MHS

If he scales to Mach 2000, then he probably doesn't blitz Carnage since the bug scales to blitz a character that scales to Mach 774.

While Carnage with massive AP advantage can one Shot or two shot him kabuto is more intelligent & Tactician, also he is faster

Carnage’s intelligence... is unknown. He is stated to be very smart but he wasn’t put into a situation to best use his intelligence.
