He's omnipresent because he was literally stated to have shattered across time and space, it's also stated that Gaster is listening while you talk to one of his followers.

Unknown because he has literally no concrete evidence in that regard.

No, previously genius at MOST because he only has some statements and one vague feat going for him, no concrete evidence suggests he has intelligence beyond the standard genius level. Currently, he is likely omniscient to some extent, because of his nonexistent, omnipresent state.

The void doesn't exist, it's a fanmade thing. Gaster just doesn't exist, and can only THEORETICALLY manifest himself in certain areas, which isn't even actually confirmed.

His tier is irrefutably unknown at the moment, no way around that. His profile shouldn't even be here, until more is known about him.
