Can Conceptual Manipulation type 2 affect Non Existent Physiology 2?

Yeah, what the tittle says.

Let's say, there's this X guy, he has NEP 2, but he doesn't have any resistance to Concept Manipulation type 2. And then, there's this Z guy, he has Concept Manipulation type 2, but he doesn't have any feats interacting with NEP 2 character.

My question is, can Conceptual Manipulation type 2 affect or atleast interacts with NEP 2? I was wondering since type 2 Concept transcends reality, wouldn't the type 2 Concept transcends the NEP 2?

I agree that type 2 conceptual manip had nothing to do with NEP 2 interraction, something that not even a higher dimensional existence could without feats.

Unfortunately not. You should've interacting feats with NEP 2 things if you had wanted to harm X

It won't help,NEP type 2 doesn't have concept so no matter how potent conceptual hax is,it will never affect NEP type 2,also CM type 1 and 2 will merge into one soon
