Yes for NEP 2. Depends on the concept. If you can manipulate the concept of someone's mind then it would work on NEP 2. Its not like they're devoid of all concepts

Anyway, Yes for Type 1. No for Type 2. You need feats for that.

NEP 2 is just devoid of your concept. Not devoid of all concepts. if that were the case you would be devoid of all concepts of dimensions and be outerversal. You would also be unbound by any concept

And another question, can Void manip like manipulation of nothingness and conversion to existence work to NEP2? Or it just work to NEP1?

If you lack a concept of death, you wouldnt be bound by death. Same logic applies. Why would it only apply to whatever concepts exist in a verse when its all concepts? Still didn't tell me how NEP 2 means you are a conceptless being devoid of all concepts which would be non duality

Being unbound by space-time isn't even a feat nowadays, same goes for being unbound by anything. And lacking concepts isn't even non-duality. You just dont exist on a conceptual level. Quit trying to make this more impressive than it is.
That's how we treat it and you just stating otherwise won't change it. Don't like how that works? Revise the Tiering System and Conceptual Manipulation.
