Can a nonexistent being affect another nonexistent by default?

If they are at the same level of NE or meet the requeriments to perceive and damage each other.
 
what if they are described of being abscent of everything, life death, time space, even absences itself?
 
Direct feats wouldn't be show unless there's a crossover, one just need to "replicate" the same powers that a character used to damage the NE being.

Take into account that NE beings always exist in same way, its matter of perspective, but generally they are amortals, intangible and unperceptible; surpass those and one generally can defeat them (other powers are verse dependent).
