Because they are calculating the weight of Goku when inside of the technique (and thus under its gravity) as he isn’t carrying the “black hole” but merely standing inside of it as far as I recall.
So… the mass is irrelevant.
Anyways, probably not the place to discuss this.

It wasn't accepted as an actual black hole, so we can't use the black hole formula, hence the low-ball to neutron star gravity
