Cable (Full Potential) versus Red Hulk

You should probably equalize the speed, otherwise Cable blitzes.
But even at equal speed, I think Cable still takes this. He seems to be able to hold his own in direct combat (though this wiki doesn't seem to have many feats listed for either of the two so I could be wrong). But if push comes to shove, he also has way more tricks up his sleeve, and the only one Red Hulk can counter is matter manipulation. What's stopping Cable from continuously BFRing Ross far away and mindraping him from a safe distance?
