Like it is said in the profile : impossible to define. I guess it is because he depends so much on Toon Force and the lack of continuity/datas to use as a referece.

Yes. His power relies on being the pretend "author"/warping local reality for Daffy in one episode, but as seen in our Reality - Fiction Interaction page, that is not how our tiering system works, so similar nonsense feats are impossible to define.

Characters with TOO much Toon Force / 4th Wall manipulation are given the "Impossible to Define" Tier.

Being/beating your own writer is beyond the tiering system (and I don't mean beyond tier 0, I mean we don't have the means to quantify it). It's impossible to define for that reason. So, basically what Ant and Matt said.
