Right off the bat, the Robloxian is already much slower than Bugs due to the huge speed difference w/o any speed buffing gears (0.123 c vs 1.881 c), making bugs approximately 15 times faster. Not only that, but super Bugs has MFTL+ flight speed, so Bugs can definetely blitz him.

While it would be entirely possible for the Robloxian to react to bugs at a distance given that bugs is slower than the projectiles from the Sapphire Rapid Shocker (while being incapable of taking advantage of such due to the lack of arsenal, as mentioned in the OP), the Robloxian pretty much lacks any real way to shoot him down with any weapon nor slow/haxspam Bugs when he gets in range due to only being restricted to a darkheart and bodyswap.

I might as well say Bugs due to speed and BFR.

Robloxian's BFR is summoning portal that sucks in entities within a range of ten or so meters around it. Given that the OP doesn't state that it equalizes tiers here, Robloxian is around 752 Ninatons (752,000 yottatons) for surviving being hit by the Sword of Light, which can rotate the Earth 180 degrees in less than a second. AP scales to this, too.
