Mmm.... This is rather hard to decide. I mean going just physically, Bugs stomps, but the hax is where everything gets weirder. See, Bugs Bunny at his peak can cut out scenes and with the drawing board, Bugs Bunny can erase and redraw everything (although his powers don't affect writing). With Maxwell, so long as he can write in his notebook, the world is basically his drawing board. The iffy part is while drawing is a significantly lengthier process than writing as far as I can tell, interestingly Bugs can draw quite fast by our standards. Hmm... I'm gonna vote inconclusive for now because I'm not exactly knowledgeable on Scribblenauts, but I will change my vote when someone can come up with a better argument for either side.

maxwell has some hacks like he can just write death or die in the book and instantly keel bugs. maxwell is really busted and i can sit here for 30 minutes on how busted he is. but im just going to leave it at, maxwell makes bugs fall asleep forever. they end

Maxwell writes harmless in the note book and he becomes harmless and then maxwell becomes invinsable by writing invincible and then writes missing or gone and deletes bugs by writing the words "Gone" Or "Missing"

That doesn't work due to his immortalities plus the fact bugs can kill him far faster than writing something in a notebook
