Luffy is vastly more skilled. Bug God as 0 skill feats. He's also less durable and has less AP, so he has no valid wincon.

I do agree that Luffy is more skilled and has a slight AP advantage but Bug God durability does greatly upscale from completely no selling both Garou and Royal Ripper redirected attacks.
