Budo vs M. Bison (speed equalized)

Bison is on the higher range of Small Town level in both AP and Durability. He also has the advantages of flight and teleportation so my vote is for Bison.

Budo can levitate (though flight and teleportation beat him) and has long range attacks. And if he decides to use Solid Shooter from the start or somewhere near the start, Bison doesn't stand a chance, but since speed is equalized and Bison does have Teleportation, going with Bison on this.
