No, they are just weaker than some Gold Saints, which is not strange considering that without Miracles, Gold Cloths and God Cloths, they were never stronger than the elite Gold Saints.
Hyoga dominates the absolute zero and overcomes Aquarius and Capricorn very easily, even having to limit his power in order not to kill them, and was only defeated by Gestalt (who along with Leo, Gemini and Virgo is one of the strongest Gold Saints, and these are the constellations that are always elite in Kurumada's manga).
Ikki is stronger than Shion, can fight with Suikyo (described as one of the strongest opponents Ikki has ever fought), defeated Veermer, and can match an attack with Leo. He was only defeated by Cain (the most powerful Gold Saint of his generation and one of the most powerful Gold Saints of the entire franchise), Shijima (one of the strongest Gold Saints of his generation and seems to be close in power to Shaka) and Leo (one of the strongest Gold Saints of his generation), in short he only has problems against the elite.
Shiryu matched an attack with Dohko and fought Ecarlete (who is one of the strongest Gold Saints of his generation) on equal terms.
