Bowser speed upgrade

I'm just going to get to the point. Mario has MFTL+ reactions for being able to dodge Bowser's attacks on the star cruiser. Well Bowser has to be able to see and target Mario for there to be attacks to dodge. Therefore, Bowser should scale to that speed feat.
