Considering the rules that say that the fighter with the best speed becomes equal to the one with the lowest speed doesnt that mean Flash's abilities that depend on him being able to run that fast would be restricted? Like for example Flash needs to run faster than 1000km/h to be able to run on buildings and since he wouldnt be that fast he would have that ability restricted. If that happens then this becomes a marcial arts fight and im pretty sure flash aint as good as a fighter as Captain America, otherwise if he can become intangible then its a stomp for flash

If you ask me this battle doesnt even make sense, you are basically taking away part of who he is, whats the point of making a fight between the fastest man alive but equalize speed? You are not even using a specific key that is normal human he is still gonna have the speed force, thats like playing chess against Usain Bolt.

The speed is equalized and even if he was the best doctor in the world knowing the weak points of someone instantly its not comparable to an actual master artist which also knows of weak spots and pressure points. Flash could know everything in theory but Captain knows everything in practice.
