She could downscale from sabbac since she pushed his flames away but that’s about it

The problem with Cyclone is that her few feats are really more classified as LS than AP, like the thing with pushing Sabbac flames. That said however, since she was one of the members chosen to the mission of defeat a highly dangerous meta-human like Black Adam then it can be argued that her AP should be comparable to the rest of the JSA, so my proposal for her is:
Unknow, likely Mountain level+, possibly Large Island level (As one of the members chosen to go against a highly dangerous meta-human like Black Adam she should be comparable to the rest of the JSA like Atom and Hawkman)

Maybe using her feats from the comic prequel for the movie and saying "At least X, at most 7-A, possibly High 6-C"

I personally don't really like to use an "at most", but since most of the others High 6-C from the DCEU have it I guess is the correct option.
