Maybe The Courier takes this by being the best fighter in both the NCR and the legion he's capable of learning and adapting to new situations on the fly and instantly recognizing his disadvantage when he does anything, it'll cause Courier to pull VATS soon enough which will tell him if his attacks will hit or miss and what provability he has.
