Best Strategists: the semi definitive list.

In Fire Emblem case, the actual question is which character is the best strategist in the series since the verse has a lot of gifted strategist and most of them can perform a zero people died due following their strategy steps and almost all of them had a lot of disadvantages in terms of numbers and resources alone, just to name a few, Marth's army, Alm's army, Roy's army, Ike's army, Chrom's army, Byleth's army (more prominent in Golden Deer), etc. And many strategist worth mentioning such as Lewyn, Robin, Claude, Yuri, just to name a few.
 
So the ranking will start when we reach the 15 slots?. If that's the case, there's enough time to make an argument about the Fire Emblem characters, and this is going to be way long.
 
Kurano Kiriha for a spot. She is a genius at strategy, and the smartest person in a group of geniuses, including Clariossa Daora Forthorthe who created stealth technology, nano-machines and space-time technology which can stop time and manipulate space-time to send people outside the universe.

She was even able to formulate like 10 different theories to explain why ppl in her group were disappearing from existence, one of which proved the existence of Goddess of Daw.

Not to mention facing someone with precog for the first time she quickly figured out how it worked and came up with countermeasures, she understood the ability better than the user herself.

Her strategy allowed Koutarou to beat ppl who were using higher level magic with merely 2 illusion spells, she has read the minds of enemy commanders and figured out their plans just with her intellect etc.

Koutarou and co's no killing morals only work cause Kurano is around as their strategist, no one from entire wars have died while her army side wins. She is pretty much the most dangerous person in the group despite there being magicians and advanced alien technology.
 
Nominating Tactimo (I mean, it's in his name he's the "Tactics Monster") via this.

A soldier Digimon that possesses a peerless sword called "Jatetsufüjin-maru". Within the Jatetsufüjin-maru is sealed a sinister power strong enough to split a star in two, so drawing this sword marks the collapse of a star. Therefore, Tactimon battles without drawing the sword, but even so, it exhibits the destructive force of its menace. If it stabs the ground once it generates an earthquake, if twice it awakens one hundred dead warriors, and if thrice it collapses the surrounding land with a shock wave. The Jatetsufüjin-maru, which conceals such power, is not a sword that just anyone can handle. From that alone can you understand the depth of Tactimon's true might. Even more than its merit as a soldier, it excels in strategy with plans which are even said to be, "ingenuity itself, as if gushing forth like a spring," so Tactimon's true merit is not in physical strength but in ingenuity. When Tactimon leads an army, the outcome has already been decided, and it is said that, "the victory has been decided before it even fought." Due to the various plans it has laid out, when Tactimon stands upon the battlefield it has already guaranteed its absolute advantage.
 
Contessa can cheat her way to near perfect strategy, only really being thrown off by people like The Simurgh and Scion (Worm). Simurgh fits well too but she tends too close to the omniscient thing I guess.

As for Contessa, PtV is a ridiculous power. Even against things it won't work on, she has workarounds in the form of directing questions to be about herself ("how do I stay alive" as opposed to "what will resistant guy do") or considering hypotheticals in her head, though this makes the success rate not 100% anymore.
