The Doctor isn't a physical fighter, so his first move is to likely enter the Tardis, which he likely will be able to do, what with the Tardis' defences extending beyond it's exterior, and with the Doctor's supernatural luck plus decent hax resistances.

From that point onwards, the Doctor almost can't lose, his ship and technology resists most of Strange's abilities, and can cause some to backfire, whilst the Tardis' raw stats outclass his Low 1C summons with its High 1C attacks and defences. Of course he dosen't resist everything, and he can be killed before entering the Tardis, but supernatural luck along with causality and probability manipulation, will likely allow things to go his way, leading to victory.

P.S: the Doctor's 4B stat literally only comes from his regeneration, meaning he needs to be dying for it to happen.

No, this is a one-sided stomp, or the Doctor enters his/her tardis and uses the eje of horus/other technology deactivating the powers of stranger or stranger one-shot (which is unlikely as the tardis may simply enlarge the force field towards WHO)
