Battle of God Speed speed feat ?

Was Going through the BOG feat for OPM revisions
Just curious why Does Goku's speed scale to the explosion's speed ?
The calculation blog states this :

As for why they scale to this speed, as seen countless times before through the DB series the characters are comparable in speed to their ki attacks, including the explosions from said attacks. Thus BoG Goku and Beerus would logically scale to the speed of the explosion from the Universe destroying Ki ball.

I request the knowledgeable users to explain this in brief please.

That and Beerus reacted to and nullified the blast after it happened.
